Default Removing cover from steering column (2nd Gen)

I am attempting to replace the ignition switch on my 87 Camry (the wire part not the cylinder you insert the key into) and I have unscrewed the screws around the cover behind the steering wheel. It is now loose but I can't seem to remove the cover (top and bottom part). I don't want to force it. I hope I don't have to remove the entire dashboard as its bolted in too tight. Am I doing this the right way? I really just need to expose the part around/behind the ignition key insert.

any 87 toyota camry diys on youtube

my repair manuals have proven to be unreliable

cant tell if popping off the steering wheel helps at all

if you come across tamper proof bolt heads at the ignition to column

hit firmly one blow with a flat bladed screwdriver to make a slot
