rpm jumps between approximately 400 and 800. Please help

Hi! I have 1994 camry 2.2L 4 cylinder. Here is my problem: sound like its chokes when idle and rpm jumps approximately between 400 and 800. What may cause this problem?

The IAC valve controls idle speed. Try cleaning the valve, an internet search will produce hits on how to do this.

Sometimes the water temp sensor for the computer fails causing strange problems.
