Sticky dashboard

My 2007 Camry LE has a very sticky dashboard. What is the cause and solution to fix?

Cause is some kind of material or manufacturing defect.

Fix is a replacement dashboard.

Toyota has an extended warranty for the problem but your car is now to old to qualify.
