Tensioner pulley bolt broke and stuck in block how do I go about removing it and rethread. On 03 Camry it's the 14mm bolt not the welded bolt

 

The bolt at the opposite end of the actually pulley.

Is the bolt broken below the block as in nothing to grip?

Was the bolt broken when installing or removing as in over torqued or frozen?

If the threaded portion of the bolt is not frozen and has access sometimes a small chisel can be used with a hammer to get it to rotate.

Another way is to drill a hole in the bolt and use an extractor tool.

There are 90 degree drill motors and drill heads that attach to a normal drill and chuck for use with a stubby drill

If the bolt is broken below the block surface one might find a drill bushing with an OD the size of the hole to center the drill on the bolt.

Sorry guys it took me a while to get back into the account but yeah it's broke off below the surface about a half inch into a block I tried the little right angle but attachment for the drill and I just don't have enough room I'll even try lifting the motor out of the cradle some give me some room and I finally got it where I can reach it and start drilling but I've had no luck yet I got some left-handed drill bits and some tap out and some that type and die set that will rethread it when I'm done but I'm still yet trying to get a whole drilled into the old broken boat so I can get a left-handed drill bit or something in it

If you can center the pilot drill with something the hole threads should not be damaged. See link below for tools.

If clearance is a problem might look into removing the radiator and front grill which should be easy enough to do.
