Default low or zero rpm when at complete stop?

What would cause a 1997 V6 Toyota Camry automatic to stall due to low or zero rpm when at complete stop?

First question:

You got an Auto?

If so, then you'll either need to clean or replace the Idle Air Control Valve (IAC Valve). Normally this is connected to the throttle body near the butterfly clip. It'd be as simple as getting some Throttlebody Cleaner into it, spraying for a good 10-20 secs and let it soak for 5-10 mins. Connect everything back up and try and turn the car over. Normally won't start first go and you'll have white smoke billowing out the back for a min or two.

Go for a drive and see how ya go with that mate.
