Default 1994 Camry Air Flow Control Correct Operation

I have a 94 Camry XLE V6 with the push button air flow control. When I press an air flow mode (defrost, bi-level, etc), the button acts like a momentary switch and the light turns off as soon as I release the button. Similarly, if I press briefly it doesn't actually change the mode. However, if I hold down the button I can hear the servo motor move and it changes the airflow.

Can someone verify correct operation of the buttons as momentary or remain lit? The factory AC-67 A/C Control Assembly Inspection procedure just says "Push each of the mode bottons in and check that their indicators light up." It doesn't specify if they should stay on until another button is pressed.

Has anyone run into this issue?
Thanks,
James
