If the engine coolant froze it could have cracked the block. You can test the coolant freeze point with a low cost tester from Walmart, etc (under $5).
A block test can be done for exhaust gases in the coolant.
Given the engine is overheating (and not due to any fan issue) and the oil has water in the conclusions point to a head gasket or cracked head.
The issue is then why this happened, head gaskets typically don't fail unless the engine overheated for some reason such as lack of coolant, failed water pump, etc.
Cracked heads are more rare.
