1994 DX V4 Water outlet sensor tree
The valve is part of the engines EVAP emissions system. The valve turns on/off in response to coolant temp. When turned on the valve routes fuel vapors stored in a canister into the engine intake manifold.
Info on the valve is below:

Suggest you try to repair the valve or attempt work around the damage. One way is to use epoxy glue to re-attach the plastic tube that broke off. Make sure the tube hole is clear of epoxy. The other way is to try to slide the hose onto the section of the valve the remains and perhaps use a clamp to hold it on.
The only concern is the valve/hose connections do not leak air as its a vacuum system.
You can operate the engine just fine without the valve but the check engine light my come on. The car may not pass a SMOG test. Make sure you plug both hose ends to prevent vacuum leaks as one hose goes to the port on the throttle body..
