cloudy will more than likely mean there is still moisture inside have u tried using a heater under the lens so when it heats up it will escape through the whole since hot air rises, (without pullin them apart thats the last idea i kno of)

Remove your lens,(and the bulb of course) take a mix of 75% rubbing alchohol 25% water and puor just enough in to fill about a fourth of the lens. slosh it around, and pour it out. let the light sit overnight at an angle so that the lens is like it would be in the car to help but the alchohol should evaporate quickly and leave behind little or no water spots.
