My 2012 Camry AC never cycles unless I turn it off by the switch I put a thermometer in the air vents and the temp go down to 33 degrees F

The should be a relay that controls the on/off operation of the compressor. Determine if the relay is stuck closed..

 

i second what previous poster mentioned about the relay. also possibly not enough freon - the levels need to be checked as well. it sounds like your unit needs a small overhaul or some tinkering. i dont think its any thing major - just needs some re calibration maybe.
