96 Camry replay multi-function switch

Default 96 Camry replay multi-function switch

I can't find anything on how to do this. I tried to get to it at a junkyard, seems I have to remove the steering wheel? And it looks like that whole circular switch assembly has to be replaced? $270 new

The turn signal is the problem, when turning right, it seems to short out and all the lights go out unless you jiggle the switch or move it back to the neutral position.

The 97 looks so much easier, apparently only a screw on the side to remove the switch. Just my luck to get one that's much more difficult.

There are two screws on the front of the steering column covers. Determine if you can rotate the steering wheel to gain access to the screws.

I've removed all possible screws/bolts. The assembly is donut shaped. I see no way to remove without removing the steering wheel first. It's the assembly which has the turning signal stalk and wipers stalk attached.
