I inherited my Dad's 1999 Camry. . Do the rear seats fold down? And how to do it. In the trunk I see some sort of mechanism but no ****. In the interior I see a pull up **** on each seat. I pull up the inside ***** and the seats don't move. Can someone tell me how ?

I think I would try to remove the rear seat in its entirety. The bottom part should come out without much trouble.
When that is out of the way maybe you can see if there is a cable disconnected or broken for the fold down option.
