Default The "funky" brakes on 95 Camry

On my 95 Camry, that's driven by my son. Brakes started behaving strangely, of all thing when my daughter drove it for the first time. When applying brakes right front brakes sound like they are not quite gripping. Similar to standing at the stop light and inching up a bit releasing the brakes just enough for the wheel to turn a little and produce that somewhat of a screeching noise. This noise is very similar but amplified 5-8 times. After 10 - 15 brake applications it almost goes away. Brakes other then feeling a little spongy feel fine. Is it just glazed rotors? Could it be a proportioning valve or MC?
Any ideas? please feel free.
