I have a 96 Camry 2.2L 124k miles. When engine is cold, it starts up quickly chugs (don't know a better word) for about a second and then immediately goes into normal idle speed. The colder the temperature is the more chance of it dying once or twice before smooths out. When engine is warm, starts up immediately normally. Has anyone had this problem before? Clean IAC valve. Check ETC sensor.

 

ETC sensor on order. Last year in trying to resolve problem I replaced the IAC valve 2227074290 but I should have got the 2227074291 which is California Emissions. Is there actually a difference between these 2 parts? The car is running as before, just didn't resolve the issue. I didn't even realize I bought the wrong IAC until this morning. Based on pictures, the parts seem to look identical

 

The parts may be identical. Rockauto lists both P/N's as California. See link.
