Default Timing Belt and Water Pump Questions

I have a 2000 Camry LE with 181k miles and unknown maintenance history.

The Haynes Manual says to change timing belt every 60k miles, but my 1996 Tercel needs the timing belt changed every 90k miles. What do you recommend?

And how often should the water pump be changed?

If I'm lucky and my front oil seals aren't leaking, should I go ahead and replace them anyway?

And what gasket sealer should I use on the timing belt cover?

What tool(s) would you recommend to remove the harmonic balancer aka crankshaft pulley?
