Timing when jumper is removed

Default Timing when jumper is removed

1992 Camry 2.2 liter - After setting the timing to 10 degrees btdc with the jumper (E1 to TE1) I remove the jumper and it should go up (12 degrees to 22 degrees) it drops to 5 degrees btdc.
Why would it do this? and what problems could it cause?
