Blown fuse in neutral

Default Blown fuse in neutral

My 99 Camry has started blowing the 10A Gauge fuse (#22 location) when put into neutral. 4 cyl auto. When this happens, the dash goes dead, the headlights don't work, and the windows also stop working.
Any ideas? Sounds like a short, but where could it be?

Determine if the fuse actually blows when shifted into reverse.

Sometimes the wiring harness between the chassis and trunk lid becomes damaged due to constant flexing. This wiring supplies power to the back up lights which could be shorting or a wire could now be crossed sending power to another circuit.
