A/C Fan Dead?

So my 07 Camry is doing something weird. 90% of the time the a/c works great but from time to time (mostly when its hot) the a/c fan wont blow any air into the cabin. The compressor kicks in, its getting cold but fan wont turn on. I am assuming thats the only thing that could be wrong.
Also the fan makes a rattle noise from time to time

Could there be something caught in the fan making the rattle and interfering with its operation?

A failing or failed fan is not uncommon on this car.
