Timing Issue

I just changed my water pump and when we installed the new timing belt onto the car the engine will not start? I think the timing marks are lined up but, i'm not sure. What postion should the top (cam) pulley be in?

let me know how it goes. i have a 96 2.2 L Camry and it needs a new timing belt... was it complicated?
