This was a part problem with the clutch but if the valves are not bent, etc might look further down the engine to the clutch.
Might try having someone press in the clutch when turning the crank by hand.
If you are clever you can align the cam and crank pulley when they are not at TDC and install the belt. The crank turns 2X for every 1X of the cam.
