My fuse 21 keeps blowing in a 1997 Camry.
I am unable to locate the cause.

I would appreciate any ideas
of what the cause might be.

This is the fuse that controls the charging system
and the power windows, backup lights and etc...

Short somewhere that will be impossible for US to trace. I'd look for wiring bundles that see movement, such as the bundle that goes from body to driver's side door, i.e. power windows, or to trunk lid. You'll need to break the bundle open to see broken wire.
