2009 Camry Hybrid Heat Problem

Default 2009 Camry Hybrid Heat Problem

I have heat coming from the dash vents even with the heater-a/c turned off. Other heat-a/c functions seem to work fine. Would you blame the heater valve? Is the heater valve in the open where I can watch it's action when I switch the heater on? What is your recommendation?

Toyota eliminated the heater valve that regulated coolant through the heater core. The system has a plenum where hot and cold air mix based on the position of the "blend door". The door is controlled by a small electric motor.

I have a toyota camry 2008 LE and it functions so well.
