95 camry wont rev past 5500 rpm

hi i just bought a 95 camry and i just realized while driving i cant rev past 5500 rpm while driving parked or in 2nd and low i have tired power mode and over drive none work please help

What engine model?

What happens when the RPM hits 5500? Engine stays at that RPM or does it stumble, surge, etc?
