Default 98 - Operation of Cruise Control

I just picked up a 98 Camry with a sludged engine and have had the engine replaced. I am not sure if they didn't get the cruise control connected properly or if I just don't know how it operates.

When at speed, I push in the button and the end of the stalk and the 'CRUISE' light comes on on the dash. If I press down on the stalk to set the speed the Cruise light flashes and nothing else happens. Am I doing something wrong or does this sound like it is not connected correctly?
