Car only starts with obd2 scanner plugged
I got a 1999 camry le 2.2L recently swap my tranny and now my car won't start unless an obd2 scanner is plugged in. It scans and said no cel codes. Without the obd2 scanner it tries to start but just died down. I have no clue what have happened need help.

It is possible engine or chassis wiring could have been damaged, left unplugged, fuse(s) blown, etc?
Without scanner the engine starts and dies, or tries to start and doesn't?
Could be fuel pump is turning off. Its operation is tied to the computer that operates the CIR relay that powers the pump.
Fuel pump access is front under rear seat cushion and oval plate. Try jumping fuel power at tank, wire colors are blue/black (+12) and white/black (ground).
You can also remove the CIR relay behind glove box and jump plug terminals 3 and 5.
