Coolant Boils, Fan's dont come on

My 99 camry 2.2 fans dont come on when i turn off the car. Even when it is 100 deg.out
im concerned that something might overheat
also my gas mileage is bad, around 16 mpg
i replaced the coolant sensor, please help tony

Does the dash temp gauge move around once the engine is warm such as in stop and go traffic?

Which coolant sensor was replaced, computer, temp gauge.
