Hazards stay lit when using either blinker.
When using my turn signal left or right both lights come on and flash similar too if you was using your hazard lights, 2004 Camry I purchased the car today with the known issue. Relay or whole switch? Hoping it's just a common known issue?
Does the whole steering column have too be dropped on these or is it plug and play style?

The turn signal switch works by grounding 1 of 2 terminals of the turn signal relay (socket). This grounding of the terminal completes the electrical circuit for the relay to power one or the other side of turn lights. Suppose its possible the switch is now grounding both terminals at the same time.
Rather then just replace parts can check for a bad turn signal switch. Look for 3 wires going to the switch that operate the turn signal.
White/Black is ground.
Green/Yellow is right hand signal.
Green/Black is left hand.
When the switch is set to the RH signal position, check if the switch connects the G/Y wire to the W/B wire only and not both G/Y and G/B wires to ground. Do the same for L/H turn signal position setting.
Or you could just disconnect one of the Green/Yellow or Green/Black wires going to the the switch and determine if now only one side of lights flash.
Also check for bad wiring.
Perhaps the car had a trailer hitch at one time and this wiring is bad.
And check the combination light bulbs (2 light filaments in one bulb). Sometimes one filament can break and now connect with the other filament causing strange issues.
