Intermittent problem with Fog lights 98 Camry.

Intermittent problem with Fog lights 98 Camry.
In order to get the fog lights to work I have to tap on the lense of each light. Anyone else have this problem? Better yet does anyone know how to solve the problem?

I need to take a look at how the bulbs come out of the glass housing. I see that there are three screws that secure the complete fog light to the frame but I'm not certain how to access the bulbs themselves...
