Toyota also releases Technical Service Bulletins (TSB) which are repairs for defects. These repairs are done under an extended warranty but only done if a customer complains. Most likely any TSB would have expired requiring the customer to now pay. Can't find any for this issue.
The airbag may still work OK.
Recalls depend on number of cars with defect, potential manufacturer liability, cost of recall, PR, etc. Plus do not part lasts forever. Toyota may state this is just wear and tear.
