Default problem starting the car

having problem starting the car(98camry) when damp for a year. It starts but have to step on gas. A couple days ago, it would start at all in cold and damp morning. Towed to a shop, replaced plug, wire, timing belt, water pump and air filter. started OK the same day, the second day, could not start it again, the guy from the shop guy came this morning and got it started by stepping on the gas when start. after it started, the rpm stayed low at 500 rpm and would go up to close to 2000rpm as it supposed to in cold(20 bellow zero). Has to keep the foot on gas to warm it up. It runs ok for the moment but it may not start again tomorrow morning. the shop guy said it could be water in the gas that cause the problem. I think there is something else to it. What could be the problem?
Thank you very much for you suggestion.

I can understand wires, even distributor cap (if yours has one) but why TB, WP and air filter for nodamp/cold start?

Cold startneeds a richer fuel mixture. Two inputs give you this. Engine coolant tempsensor (ECT) and STAsignalfrom starter to ECM. My first replacement for damp would have beenwires, but that did not help you. I'dtest the ECT first. If car was flooding at start, that would bemore of a problem hot than cold. I doubt water in gas is problem for a year, but easy fix would be some dry gas additive in gas tank.Does car idle ok when warm/hot? Other possibility could be leaky injector(s) which give over rich condition on initial start. Letting car sit builds up fuel in combustion chamber, then add that to richercold start and you may have over rich.If ECT tests ok then you might try removing plugsbefore letting the car sit overnight. Leakingfuel from injector(s) would just evaporate through plug hole. Replace plugs just before starting and see if it starts better. Other test would be engine (Used)oil analysis (UOA) which will show increase over norm of fuelin oil. Test is about $20 at Blackstone Labs.
