Seat belt won't latch

Seat belt won't latch
The passenger seat belt in my '97 Camry won't latch. I can't see any foreign object in the buckle (female) assembly but it's hard to really know for sure. The male side just won't "click" into the buckle - it appears to go in all the way but no click. I started to remove the buckle assembly - only one bolt holding it - but it looks almost impossible to get to the bolt. Any suggestions? Do I need to remove the console? Any way to remove the seat or slide it back farther to get to the bolt? Any help would be appreciated.

The seat is held in by 4 bolts bolted to the chassis. One bolt is at each end of a track that the seat slides on (2 tracks total). Each bolt head may be hidden by a plastic cover that pops off. Look under the front and rear of the seat at 2 track ends.
The seat is easy enough to remove. If a power seat make sure you disconnect the wiring harness under the seat prior to taking the seat out.
