Secondary (A/C) Fan Not Working

Default Secondary (A/C) Fan Not Working

I have a 2001 Toyota Camry LE 2.2 L and I cannot get the secondary (A/C) fan to come on even when the A/C is turned on. The primary fan works fine. I've replaced both sensors (fan temp switch and sensor on the engine) and tried another fan. What I can't tell is which relay to check. The diagram shows relays for Fan 1, Fan 2 and Fan 3. Any ideas which relay to check first and/or a way to test the circuit for the secondary (A/C) fan?

No 1 controls the radiator fan.
No 2 switches the fans between parallel and serial operation.
No 3 controls the A/C fan.

When the engine main relay is energized, the A/C fan positive wire (red/black) should have 12V power. Check if this is so.

If the coolant temp switch on the radiator is disconnected, both fans should run. No 3 relay should then power off. This then grounds the A/C fan electrical power ground wire to chassis.
