Shifted belts as they are called may be hard to spot

Symptoms can include tire vibration that gets worse with time, perhaps a bulge and with more miles shoulder wear in one spot, not all the way around the tire.

Suppose if the tire was placed on a balance machine the shop could check if the tire tread and side wall were both running true, or if one or the other now has excess run out.

Have noticed the use of tire chains can result in changes in tire side wall and shoulder appearance.

looks like you hit sidewall, punched a hole in it, and ripped tire off the rim.
unless it's factory hole-alike. what do I know.
