Default Voltage on downstream O2 Sensor?

Vehicle: 2000 Toyota Camry, 4 cylinder, 2.2L, California emission.

The voltage on my upstream Air/Fuel sensor is 3.3V (I replaced it about a week ago) and it appears to be working properly. I recently installed much of the exhaust system (from below the main converter all the way back to include muffler). I used/reinstalled the original downstream O2 sensor.....what I'm seeing is 0.0V reading on this downstream sensor - is that correct, or should there be voltage other than 0.0V?

I reset the error codes last night which extinguished the CEL light and drove 50 miles to work this am...so far so good, but I'll really wondering if a) its only a matter of time before I get another CEL light, and b) if the downstream O2 sensor might be suspect as its both the orig sensor and it currently only reads 0.0V at engine idle.

Thoughts?

What was the original code?

3.3v normal.

The output voltage of the last sensor is OK at idle but would typically bounce up if the engine was given some gas.

Yes, the main A/F sensor is reading a steady/consistent 3.3V.

This might be totally separate but for giggles I popped the hood and lift the fuse box cover. Upon close inspection I note there is a "A/F Heater" slot that lists a 25 amp fuse (on the underneath diagram cover)....well there is no 25 amp fuse in the slot and when I did try to put one in there is no receptable to accept the fuse....in other words the underneath diagram highlights the slot and id the 25 amp fuse but and th ebox itself has a slot but no wiring/metal for which to make a connection. I'm thinking maybe that same box is for a 6 cylinder or something....my vehicle decription is in my opening thread above.

Thoughts?

Again, vehicle decription 2000 Camry, 4 cyl, 2.2L, cal emissions vehicle.

Fuse location is for the V6 which has different wiring for the sensors.

4 cylinder takes power off the EFI relay and fuse.

Thanks Joey: I reset all system night before last and drove 50+ miles to work yesterday....unfortunately, on the way home (about mile 75) the CEL came back on. Vehicle runs fine so will conitnue to allow the system to acquire data over the next couple of days and hook up later this week and download codes.

I suspect I'll be posting once again in a few days
