I am having some windshield wiper problems with my 2001 Toyota Camry CE. Everytime it gets below 30 degrees my windshield wipers stop working for a while and then starts working. The windshield washer pump still works. Anybody have any suggestions or troubleshooting things I can try on my own?

The windshield wiper blades themselves are not freezing to the windshield. The problem occurs when there is frost. But as soon as the weather warms up they start to work.

Someone suggested that it might be the wiper linkage. Can the wiper linkage freeze at all? They suggested that I should spray the linkage with a little lubricant.
