2004 Camry 2.4 engine
my temperature gauge has always read just below halfway and stayed there during all vehicle operation. No matter if it was in town, on the interstate or idling during the summer for hours.
Recently it began to fluctuate from normal operating temp to running about half that.
Thinking it was the thermostat I changed it only to see the problem continue.
Now if I have to idle for a while it may increase up a couple of marks higher than normal operating temperature. Then go down below operating temperature… then back up to normal operating temp.
I’ve also noticed that while idling the air conditioner does not cool as well.

Have you checked the temperature sensor for the gauge, the plug connection to the gauge? Try tapping the instrument cluster to determine the needle moves.
I have exactly the same issue with my Camry 2007 2.4L, replaced the thermostat and the problem still persists. Did you address the issue with your car?
