Camry dome light

Default Camry dome light
2001 Camry dome light does not come on. Selector switch in the on and/or door position. Fuse is good. Test light shows power to the leads where the bulb goes. Bulbs brand-new but not coming on. New bulbs cross-checked by parts store for 2001 Camry as 12v10w. What could be the problem?
