If this happens when you are filling the tank with gasoline, you could either have a clogged vent pipe or if you are topping off the tank, the evaporator cannister is getting saturated,the latter of which should send a code for a check engine light. If the cannister is saturated, it must be replaced.
Also check for visible gas stains at the filler tank connection or anywhere on the filler tube.

Thank you for responding. If I remember correctly, it turned out that the vacuum hoses were switched go into the vacuum switch that controls it. Apparently When I pulled the air intake assembly off for some other problem, I accidentally switched the hoses. The car was subsequently T-boned by a van a few years ago, but I was not hurt; the car was totaled.
