Default Help: 96 Camry difficult to crank when cold

I never had this problem last winter, but this year whenever it is cold outside, I would have difficult time to get the car started in the morning. The car would not crank the first time I turn the key. However, I can get it to start after several attemps.

What I found out is that if I kept the key in "iginition" position a bit longer, then it will take less attemps to start...

I changed the distributor cap and rotor, but that did not help. I have changed the starter 4 years back, could the starter gone bad again?

Any adice would be greatly appreciated!

The engine does not turn over or turns over but does not start?
