What is this the green looking thing that is suppose to house two vacuum hoses

 

I know it’s got something to do with the coolant system

 

Its an on/off air valve that responds to coolant temp. When the coolant temp is hot, the valve opens allowing fuel vapors stored in a canister to be routed to the engine to be burned. When coolant is cool, the valve is closed.
