I am thinking about buying this Camry but I noticed this rust . Can someone identify the part for me and tell me if it is serious or just a guard gone rusty ?

Year, location. Perhaps a photo at a distance to identify the location.

 

Toyomoho , 2012 and I am in Newfoundland , Canada , lots of harsh weather and salt . can`t get no more pic`s as I bought the car back to the dealer . Maybe should leave it their as I see big issues down the road ? Or is it just surface rust ?

 

Looks like it started as surface rust and will end up over time rusting the part out.
