Default Flapping under passenger front side 07 Camry

Hi, I have a plastic sounding flapping noise under the passenger front side of my 07 Camry that mainly happens at higher speeds or higher wind. Very sporadic and loud. All plastic shields have been secured under engine and wheel wells. Couple mechanics have had it in the air and looked at everything and it’s all secure. Any more ideas on what this could be? Anything helps, thanks!

Are you sure of the location?

How about engine RPM as in high RPM but lower speeds?

I’m pretty sure about the location, could be more center maybe. RPM doesn’t make a difference, just speed.

Possible to post audio of noise if its that loud?

Did mechanics check for mechanical issues such as wheel bearing, something loose such as disk brake shield, etc?

In case its an axle, try making 360 turns at low speeds to check for noise.
