Automatic transmission or stick shift?
If auto, there is an electrical powered solenoid that locks and unlocks the shifter arm,. The shifter unlocks with ign on and brake pedal pressed.
Make sure you are pressing on the brake pedal. If doing this already then make sure the brake switch/lights are working. Check this by having someone check for brake lights as the brake pedal is pressed. If no brake lights then the brake switch could be bad or a blown brake light fuse and this means no shifting out of park.
You can still drive the car by manually shifting out of Park. There a small cover at the base of the center console located forward of the Park gear indicator on the center console. Remove the cover and insert a small flat bladed screwdriver or other small flat object while attempting to move the shifter out of Park. This action will override.unlock the solenoid. If you place the shifter back into Park you will again need to unlock it manually.
The internet should have lots of video's on manually unlocking/overriding the shifter lock on a Camry. Its a common problem on cars.
