The hood on our 1997 Camry will not spring up when the release is pulled...
As the title states.... When I pull the lever, the hood doesn't pop up. Is there suppose to be a spring that does that? I don't recall one being there. Any help is appreciated.

The bump stops won't push up the hood when the hood release is pulled. They only serve to support the hood at the proper height when closed and also prevent the hood from crashing down into metal when the hood is shut.
There is a spring mechanism in the latch that pushes the hood up slightly when you pull the release lever. That spring may be worn, dirty or broken.
Usually spraying the latch up front with a liberal amount of WD-40 will help.
On the other hand if your hood is sticking because it is misaligned due to a front end hit, you will need to get that fixed first.
