Default Fuse problem 2000 Camry CE

I have recently run into a problem that I cannot figure out. The fuse for the power windows and gauges (odometer, speedometer) keeps blowing. The fuse for the starter also blew. They both were replaced but every time the car in put into gear, the fuse for the power windows and gauges keeps blowing. We have put as high as a 50 power fuse in even though it only requires a 10. Any suggestions?

Fuses are either in a plastic box in engine compartment or fuse box behind the far left drivers side ash tray/coin box on the dash. About were a drivers left knee would be if elevated. Remove the tray/coin lid to reveal the fuses.

Determine when the fuse is blowing such as when moving gear shifter from Park to Reverse.

Gauge fuse power a lot of items. There is another fairly recent thread on the gauge fuse blowing, suggest a site search on the subject.
