Default 2000 Camry 5SFE water pump

Why would the water pump bolts include a Phillips head screw? Worse yet, it is one that does not come out easily, and there's no room to get at it with a hammer screw driver, or much of anything other than a right angle driver, which I don't have. I am in the middle of a timing belt/water pump replacement and have hit a wall here. I might as well leave the old pump and hope for the best. It appears that a previous owner had the same issue, as there was red RTV in the vicinity of this screw.

Well, I got it out, destroyed the screw. That must be expected, because there was a new one in the pump kit.

Everything works. There's a water leak that looks like it is coming from the pump housing since it runs down the front of the engine. Im not taking it back apart this week. Bars Leak for now and we will monitor water level.
