Power steering leak at reservior - under cap

Default Power steering leak at reservior - under cap

My 95 V6 Camry has a PS fluid leak, that I've narrowed down to coming from under the cap. Should there be gasket on the cap? There isn't one now. Nothing looks cracked or broken, so any ideas why it's leaking? The leak is on the outboard side of the cap that faces the fender.

There should be a gasket, the cap should be "tight" when installing.
