Is the fan weak or the AC not cooling the air?

Try to determine if an air duct is partially closed by a non-working air control door.

Is the climate system manual or automatic?

2008, aye? they have weird Denso climate control units; as in - they have mind of their own. Engineers came up with some funny presets for them that are beyond your control. say, mine will start blowing cold air after cabin reaches preset temperature, through dashboard vents, and it's normal.
same may go to you, buddy. I have entire research on this at Toyotanation. Lawyers had their say in how to run those climate controls.
now again, my 2007 will kill you with cold air if set at fan=2 position. that is true too.

cabin air filter behind glove box is probably clogged supposed to be changed at 30K miles my 2011 only has 10,000 miles mine was full of leaves, trash pollen ect, take it out(5 minutes) beat it on a tree or use air to blow out the trash,it looks like a air filter! or replace for 30 bucks
