Default '95 camry le cooling fans

My '95 Camry has one fan that kicks on and the other doesn't. My question is this: Should both come on if one does? When the drivers side one comes on and the other doesn't, the other one does have 13.7 volts coming to the plug just above the fan. Is the thermostat at the fan motor or what? Confused!! Just noticed this after I changed the oil and had it sitting still idleing and one came on and the other did not. 148,000 miles on car.

I believe one fan is for the A/C system.Try turning on the A/C and see if the other fan works.
