Default 97 Camry Speedometer Reading Very Low

Hello,
I have a 97 Camry that has a speedometer issue. I have to reach about 25MPH before it will read. At 65 MPH it will read about 45-50MPH. It doesn't jump around erratically or anything unusual. I removed the speed sensor and the plastic gear looks okay. Stock wheels and tires. No check engine light.

Any advice would be appreciated.

Thanks,
Jason

If automatic trans does it shift OK. Are the shift times (car MPH) higher or lower then normal?

The automatic transmission seems to shift at normal points. It's actually smoother than my 07 camry when it comes to shifting gears. Also I measured the odometer to a 1 mile marker on the side of the road and it appears to be accurate.

Probably check the wiring on that sensor. Make sure it isn't partially broken/burned/etc...
